Organisational Structure

The Section for European Affairs is responsible for the coordination and analytical preparation of Czech positions for negotiations within the European Union.

The Section consists of five departments:


Department for European Policies Coordination (OKE)

OKE is primarily involved in formulating and implementing the Czech Republic’s policy towards the EU. It coordinates the exercise of rights and the fulfilment of obligations arising from the Czech Republic’s EU membership and provides support for the activities of the Committee for the European Union. The department also coordinates the preparation of mandates, instructions, and positions for meetings of EU institutions and drafts opinions on individual materials.

Department for European Institutional and Legal Support (OIP)

OIP is responsible for coordinating the institutional agenda (EU institutions, reforms, cooperation with the European Parliament), matters related to the European dimension of the rule of law, support for Czech nationals in EU institutions, and the implementation of the UK Withdrawal Agreement. It also prepares legal analyses and conducts analytical monitoring on selected European topics.

Department for EU Sectoral Policies (OVP)

OVP coordinates the Czech Republic’s positions in the area of cohesion policy, in cooperation with the Ministry for Regional Development as the lead authority for this policy. It serves as the national contact point for directly managed programmes such as the Technical Support Instrument (TSI) and Citizens, Equality, Rights and Values (CERV). It is also responsible for the Regulation on the Recovery and Resilience Facility, the European Semester, and the coordination of EU economic policies. Additionally, it contributes to the development, coordination, and monitoring of the implementation of the Czech Republic’s Fiscal-Structural Plan.

Department for Communication on European Affairs (OEZ)

OEZ provides the general public with information about the European Union. It uses websites, social media platforms, and the Integrated Information System, which includes the Tvoříme Evropu (Shaping Europe) web portal, a network of regional Eurocentres, and the free Eurofon helpline. The department also provides organisational support for the National Convention on the EU and organises conferences and seminars on European topics.

Department for the European Digital Agenda (OEDA)

OEDA plays a coordinating role in the area of the EU digital agenda and monitors current digital topics, primarily in the European but also in the international context. Its areas of focus include artificial intelligence, the role of online platforms, the goals of the European Digital Decade 2030, online behaviour, cloud services, digital rights and principles, cybersecurity, and other horizontal topics of the EU digital agenda.
